Reform of the Administrative System: Foundation for the Birth of Chulalongkorn University
King Chulalongkorn had the country’s administrative system reformed in 1892, resulting in the founding of ministries to replace the four administrative sectors under the Chatusadom System. The Reform required a number of knowledgeable and able people. However, the King looked at the traditional practice of recruiting personnel to serve in the civil office where young boys from good families would start their civil service career by serving as pages in the royal court. Then they would be appointed, by royal command, to serve in different divisions or departments outside the court. Therefore, the Reform of the Administrative System initiated by King Chulalongkorn is deemed to have been the beginning of the establishment of the Royal Pages’ School, which laid the foundation for the birth of Chulalongkorn University later on.
